This might be the last thing you put in the cloud or you might not put it in the cloud at all. But there are other systems and applications such as public websites that clients can use to interact with and pay your agency. You could put some elements of the application in the cloud but backend systems and user data might be stored locally. The key question cloud buyers should answer when deciding which type of cloud best meets their needs is what do you need to manage? Similar to the previous example, some applications in government will never be moved to a cloud environment because they are essentially Government functions cannot be performed by contractors or agencies are unwilling to accept the risks associated with moving specific data settings or applications to the cloud.

That's the context in which I think about communicating with Congress because they have a direct connection to voters and we view those people in the census as our end customers. To illustrate my point let’s go back to Angie, the childhood friend I mentioned in my last post. When she was trying to figure out how to apply for a small business loan to open a new salon she might not have known that the census could provide useful data.
