I haven't heard anything about Penn being in the organization since last year. I have him listed as a question mark on my Wilmington Blue Rocks projected roster. He wasn't exactly dominant (4.04 ERA) at age 25 in advanced A-ball last year, so whether the Royals will bring him back isn't known. I'll defer to JGF, skillset, or mtroyals on this one.
